Since the implementation of the Affordable Care Act, many Washington insurance carriers only offer coverage through the state exchange, Washington Healthplanfinder (HPF). These plans are often referred to as in-exchange. A small number of insurance companies offer coverage for specific counties outside the exchange, often referred to as a carrier-direct or off-exchange options. Plans purchased outside Healthplanfinder will not include premium tax credits or cost share reductions, which are programs that are designed to make health insurance more affordable for those that meet eligibility requirement (see FAQs for more information).
